The problem
Previous strategy cycles had produced documents the organisation did not use. Leadership wanted a strategy that would actually guide day-to-day priorities, and to build enough internal capability to run the next cycle without external consultants.
The approach
Six seminar series involving the entire agency — not only leadership. Structured dialogue on regulatory purpose, capability gaps, and priority trade-offs. LEGO® Serious Play® for the sessions where competing mental models had to be surfaced. Every decision was authored by the participants, not by the consultant.
The result
A 2019–2022 strategy adopted with visible internal ownership. The subsequent strategy cycle was designed and delivered by the agency's own team.
What I learned
Strategy consulting's real deliverable is not the document — it is the internal capability that outlives the engagement. If the client cannot run the next cycle themselves, the previous one did not work.
